Have you tried CoLinux?
Its a port of Linux that runs as a windows process.
I haven't tried it for U-Boot development, but it should work just fine.
See for example http://www.denx.de/en/News/#NewsELDKcoLinux OK, that's with an old version of the ELDK (release 4.1) on it, but it shows how to set up things.
