These boards define CONFIG_LAST_STAGE_INIT and CONFIG_BOARD_EARLY_INIT_R but these options are not available on ARM. Move them into the powerpc common file instead.
This change affects: km_kirkwood_pci, mgcoge3un, kmnusa, kmcoge5un, km_kirkwood and portl2.
