[U-Boot] [PATCH 2/3] omap3, omap4: Enable USE_TINY_PRINTF for all

In the case of omap3 we have a number of platforms that are close to exceeding SRAM limits, depending on compiler. Move to USE_TINY_PRINTF to give them more room. OMAP4 will soon enough be in a similar place, so enable that now.
